I had “upgraded” to iTunes 12.8 on High Sierra to support IOS 12.1, BIG mistake. All music playbacks stuttered/skipped (this is on a SSD). I had to boot to an external drive running High Sierra, set permissions on the iTunes app (on the internal drive) to read/write for everyone, go to the applications folder (internal drive), right click on the iTunes icon to show Contents and move everything in Contents to the Trash (requires system password), move the iTunes.app icon to the Trash. Also in the Finder “Music/iTunes” folder, move the “iTunes Library.itl” file to the Trash. Empty the Trash and re-boot to the internal drive. Install the iTunes.app of your choice and add the contents of your “iTunes Media/Music” folder to the “Automatically Add to iTunes” folder.
I used iTunes 12.7.3, no more stutter.
