This update releases to fix the issues and bugs in your Windows. The issues with USB 3.0, MS Office files, BitLocker decryption and encryption, Storage Spaces Direct, and a few others have been addressed in this cumulative update for Windows 10 version 1607.
The update KB4051033 is the second update in the month of November. The first update was KB4048953.

The issue has been fixed with USB 3.0 devices, when a user connects three or more USB 3.0 display devices, the screen starts tearing and contents get clamber, and becomes unordered.
An error has been seen when two or more services are using the same built-in account, the one service fails to start by giving an error of “The service did not start due to a logon failure".
One issue related to BitLocker encryption or decryption of a drive has been fixed, which caused file corruption which is protected with EFS (Encrypting File System). And MS Office files that have enabled the Windows Information Protection were failed to open sometimes, this has been resolved. An issue has been addressed where a repair job could be suspended after re-adding a node to a cluster of S2D.
The AppProxy issue has been removed, which was preventing mobile devices from connecting to a network, and services.exe has a token leak, which is fixed now.
The file system performance formats (in querying) of Direct-Access Storage Devices and performance of launching applications that use the Virtual Disk Service to manage volumes have been improved.
Two issues are not addressed in this update yet. One is, the IE 11 users who use SQL Server Reporting Services may not be able to scroll the drop-down menu using the scrollbar. And the error “CDPUserSvc_XXX has stopped working" appears again.
